Through the marine communities fund (previously the marine stewardship fund) The Crown Estate commissioned Dr Sue Gubbay to write a review of the history of the marine aggregate industry.

Dr Gubbay comments: “The marine aggregate industry has undergone many changes in the last 30 years. These have been driven by the changing regulatory framework, environmental obligations, technology, research, the regulators, and the industry itself. The changes have also been made in response to greater general awareness and concern about activities taking place in the marine environment.

"This report looks back over the last 30 years, provides a snapshot of the situation as it is today, and points to challenges that the industry is likely to face in the future. Proposals for a system for spatial planning in the marine environment, simplification of the consenting regime and the establishment of a marine agency make it inevitable that the industry and the circumstances in which it might be operating in another thirty years will be very different again, from the situation today.”
