Potential New Leasing

In November 2017 The Crown Estate announced that we will be working with the offshore wind sector and stakeholders over the course of 2018 to consider making new seabed rights available to offshore wind developers.

The announcement followed the Government’s backing for offshore wind in the Clean Growth Strategy, which sets out that the UK could support another 10GW of offshore wind in the 2020s, with the opportunity for more if it’s cost effective.  A copy of our announcement can be found here.

An update on The Crown Estate’s work to consider making new seabed rights available to offshore wind developers was shared with the Offshore Wind Industry Council (OWIC) via a teleconference on 6 February 2018 and is available to download below.

The presentation provides a summary of the work that has been done so far, which includes capturing lessons learnt from previous leasing rounds and analysis of the current offshore wind market.  It also describes our ongoing work to design the leasing process, which includes balancing a range of interests when considering the scale and location of any new rights.

The update also explains how we intend to engage with parties who are interested in the process going forwards.  In summary, we plan to hold information days with interested market participants and workshops with statutory stakeholders, followed by wider stakeholder engagement.  We are aiming to complete these steps over the course of summer 2018, leading to the formal tender process potentially starting in late 2018, into 2019.

A record of the questions that were asked during the teleconference, and the answers given, (“the Q&A”) is also provided below. The presentation and the Q&A reflect The Crown Estate’s thinking at that moment in time and therefore all information provided is subject to change.

More detail regarding the engagement process for future offshore wind leasing activity will be released via this website in due course.  Interested parties can register here to receive updates relating to all new leasing processes across all parts of The Crown Estate’s offshore (Energy, Minerals & Infrastructure) business.  In the interim any enquiries should be sent to OffshoreStakeHolder@thecrownestate.co.uk.
