Introduction

These terms of reference set out the conditions under which funding is offered through the marine communities fund. We strongly advise that you read them in conjunction with the frequently asked questions before making your application.

Aims

The Crown Estate’s marine stewardship programme was established in 1999 to support practical projects, relevant research, and other initiatives that improve the status and management of the marine estate. Since it was established it has provided over £5.5 million to research into aquaculture, dredging, and community projects. The marine communities fund (and its precursor, the marine stewardship fund) forms part of this programme and helps to contribute to the development of best practice, and make a significant contribution to good management and stewardship of the marine estate.

Terms of Reference

1. Projects supported by the marine communities fund must be related to Crown Estate property, demonstrating good management, or enhancing stewardship of, Crown Estate foreshore and seabed by furthering best practice in coastal and marine management.

2. Project proposals need to be clear on how lasting benefits for Crown Estate foreshore and seabed will be achieved. Proposals also need to have a strategy for publicity and evaluation.

3. Funding can be awarded for one-off projects or for projects lasting up to a maximum of three years. We would normally expect other partners to be involved but, exceptionally, we can be the sole funder for projects.

4. Applications will not be considered for projects offering either commercial gain or which accrue personal financial benefit to the applicant.

5. Any application for support for funding must not be duplicated through any other parts of our marine stewardship programme.

6. Previous recipients of funding from The Crown Estate’s marine stewardship programme may reapply for funding, providing the original projects have been satisfactorily completed and evaluated.

7. The fund is managed by the Coastal Team, under the direction of the Head of Coastal Operations.

8. Requests for funding is by application form and supporting information. The form can be downloaded from the marine communities fund website page which contains full instructions on how to apply.

9. Applications for funding are welcomed from community groups or voluntary and other organisations, but funding from The Crown Estate is not intended to replace statutory funding.

10. On receipt of the form and supporting information an acknowledgement will be sent together with an indication of when you can expect to hear the outcome of your application. We can receive project applications any time before the funding round deadline. All applications are put forward to an assessment panel and final approval of the award is made by the Director of the Marine Estate.

11. If your application to the marine communities fund is successful we will send you an offer letter setting out the terms and conditions of your award which includes details of project milestones, payment arrangements, publicity and acknowledgement details, evaluation and reporting requirements.

12. Unsuccessful applicants will be informed in writing. The decision of the assessment panel is final.

13. During the life of the project updates on progress will be required and at the end of each funding year you will be asked to provide input into our formal evaluation process.

14. Any publicity relating to a funded project must acknowledge the contribution of The Crown Estate. The use of our logo must comply with our corporate guidelines which you will receive as part of the letter of award. All use of our logo must be approved by The Crown Estate in advance.

15. Successful projects will be required to provide photographs, written summaries and quotes relating to their project. These will be used to promote the marine stewardship programme in The Crown Estate’s annual report, on our website and any publicity and promotional work deemed appropriate by us. We may also request opportunities to visit your project at a time suitable for both parties.
